Korea tax refund for tourists, step by step (2026)

You can get the tax back at the till, in town or at the airport. Which one makes sense depends on how much you spend and how you pack.

Most visitors find out about the tax refund at exactly the wrong moment: standing at the Incheon check-in counter with a sealed suitcase full of skincare and a pocket full of crumpled refund slips. The money isn’t huge, but it adds up fast on a cosmetics haul or a department store jacket, and the system is generous if you know the order of steps. Get the order wrong and you either queue twice or lose the refund.

The short version

Korea refunds the VAT on goods you buy and take home. You have three ways to claim. The easiest is the immediate refund at the till: show your passport, pay the price minus tax, and walk out. That works when each receipt is under 1 million won and your immediate refunds stay within 5 million won for the trip. For anything bigger, keep the refund documents and claim at the airport kiosk on the way out, or at a downtown refund booth if you want the money earlier. Each purchase has to be at least 15,000 won in one store, and the goods have to leave Korea within 3 months.

Who qualifies and what counts

You qualify if you’re a foreign visitor who has been in Korea less than six months and doesn’t work here. Overseas Koreans can qualify too, if they’ve lived abroad for more than two years and have been back less than three months.

The refund covers taxable goods you carry out of the country: clothes, shoes, bags, cosmetics, perfume, electronics, ginseng and the like. It doesn’t cover things customs can’t check at the border, such as restaurant meals or a massage, and it doesn’t cover items you’ve opened or used. Duty-free shop purchases are a separate system and don’t get a refund on top.

Stores that take part show a “Tax Free” or “Tax Refund” sign, usually at the entrance or the till, and the receipt should say “Tax Refund” too. About 23,000 stores were designated across the country at the end of 2025, so in Myeongdong, Hongdae or any department store you’ll see the signs everywhere. The refund itself is run by private operators. The ones you’ll meet most are Global Blue, Global Tax Free, Easy Tax Refund and CubeRefund, and each runs its own booths, kiosks and mailboxes.

Immediate refund. Ask for it before you pay. The cashier scans your passport and charges you the tax-free price. This is the one to use for everyday shopping like Olive Young runs and clothes, because there’s nothing to do at the airport unless customs picks you for a check. The limits doubled in 2024, from 500,000 won to 1 million won per purchase and from 2.5 million to 5 million won per trip. Note that the per-purchase rule means under 1 million won, so a receipt for exactly 1 million doesn’t qualify.

Downtown refund. You take your refund slip to the operator’s booth or kiosk in the city and get paid there. Each booth only handles its own company’s slips, so check the logo on your receipt. You’ll be asked for your passport and a credit card, which works as a guarantee that you’ll actually export the goods. You still have to show the items and slips to customs when you leave. If customs never confirms the export, the operator can charge the refund back to that card.

Airport refund. The default if you didn’t do the other two. You get customs confirmation at the airport, then collect the money. Since April 6, 2026 cruise passengers can also use the immediate and downtown options, which used to be limited to people flying out.

At Incheon Airport, step by step

The airport step is where people get stuck, mostly because of checked bags. Incheon’s own guidance goes like this.

  1. Check in first, but don’t drop the bag yet if refund items are in it. Tell the airline staff your bag has tax refund goods. They attach a customs tag and give the bag back to you.
  2. Go to the tax refund kiosk in the departure hall and scan your passport. Your purchases are already in the system from the stores.
  3. If the kiosk says customs inspection is needed, take your passport, the unopened items and the purchase confirmation to the customs desk.
  4. Drop the tagged bag on the oversized baggage belt next to customs.
  5. Collect your refund after security and immigration. The staffed counter in Terminal 1 is on the 3rd floor near Gate 28 (7:00 a.m. to 10:00 p.m.). In Terminal 2 it’s on the 3rd floor near Gate 253, across from Gate 250 (7:00 a.m. to 9:30 p.m.). Kiosks at both spots run 24 hours.

If your refund items are in your carry-on, it’s simpler: check in normally, keep the goods with you, and go to the kiosk. Refunds come in cash by default. You can pick a credit card instead, which is handy for large amounts, but the Korea Tourism Organization says card, Alipay and WeChat Pay refunds take 1 to 2 months to arrive.

Gimpo, Gimhae (Busan) and Jeju airports have refund counters too, with shorter hours. The Korea Tourism Organization lists Gimpo’s staffed counter at 6:30 a.m. to 8:00 p.m. and Jeju’s at 6:00 a.m. to 10:00 p.m. If you’re flying out of a smaller airport with no counter or kiosk, you post the customs-stamped slip in the operator’s mailbox. Cosmetic procedures in 2026

For years, foreign patients could reclaim the 10% VAT on cosmetic surgery and dermatology treatments such as lifting, skin boosters and fat-dissolving injections. That ended. The government chose not to extend the rule in its July 2025 tax plan, the National Assembly left it out of the December revision, and it expired on December 31, 2025.

So if a clinic in Gangnam quotes you a price in 2026, assume that’s what you pay. If anyone promises a VAT refund on a procedure, ask exactly what they mean, because the old system no longer exists. Services were never covered by the regular shopping refund either, since customs can’t inspect a facial at the border.

Mistakes that cost visitors their refund

Checking the bag before customs sees it. Customs can ask to see the items. If they’re already on the conveyor to your plane, you can’t show them, and you can lose the refund. Tell the airline at check-in.

Opening or using the items. Goods have to be unopened and unused. Testing that new serum in your hotel room can technically disqualify it.

Forgetting to ask. Don’t count on the cashier offering the immediate refund. Say “tax refund” or show your passport before you pay, not after. A purchase without the refund documents can’t be claimed later.

Splitting your shopping too thin. The 15,000 won minimum applies per store receipt. Five 4,000 won lip balms on one receipt qualify. One at a time doesn’t.

Leaving it too late. Goods have to leave Korea within 3 months of purchase. If you’re on a long stay, buy the big items near the end.

Expecting the full 10%. VAT is included in the sticker price, so the tax is about 1/11 of what you paid, and the operator takes a cut. Rates differ by company and purchase size. Treat the refund as a nice discount, not a reason to buy something.

Cutting it fine at the airport. Customs inspections and kiosk queues can stack up at busy times. Give yourself extra time if you have a big haul in your checked bag.

What we’d do

For a normal shopping trip of cosmetics, clothes and souvenirs, use the immediate refund every time. Carry your passport, ask before paying, and you’ll probably never touch an airport kiosk. Most visitors never get near the 5 million won limit.

For a single big-ticket item, like a designer bag or a laptop, keep the slip and claim at the airport. If you’d rather have the cash while you’re still in town, a downtown booth works, just bring a credit card and remember the airport customs step still applies.

For a large haul you want to check in, pack all the refund items in one bag, tell the airline at check-in, and go straight to the kiosk. One bag makes the customs step quick if you’re selected.

Questions people ask

How much of the price do I get back?

Less than you'd expect from a 10% VAT. The tax is already inside the price (about 1/11 of it), and refund companies deduct a fee, so the amount depends on the operator and the size of the purchase.

Do I need my physical passport to shop tax free?

Yes. Stores need your passport to issue the refund or the refund documents, and you need it again at the airport kiosk. Carry it when you shop.

Can I get a VAT refund on cosmetic surgery or skin treatments in 2026?

No. The special VAT refund for foreigners on cosmetic and dermatology procedures expired at the end of 2025 and was not renewed.

Can I pack tax-refund items in my checked bag?

Yes, but tell the airline at check-in. At Incheon they tag the bag and hand it back, you clear it at the kiosk or customs desk, then drop it on the oversized baggage belt next to customs.

How long does a refund to my credit card take?

The Korea Tourism Organization says airport refunds paid to an international credit card, Alipay or WeChat Pay arrive within 1 to 2 months. Cash at the kiosk is immediate.

Does the 5 million won limit stop me shopping tax free?

No. It only caps immediate refunds at the till. Once you hit it, keep collecting refund slips and claim at the airport, which has no total purchase limit.
